Creighton Randall – CEO and Principal Consultant
Creighton launched Mobility Development Group in 2018 and leads work to develop pilot programs and funding for shared mobility so that these systems can work for everyone. The organization has evolved to provide both initial development of community-controlled shared mobility networks and back-office support for these programs, which focus on providing service to marginalized communities.
Creighton also continues to lead technical support for the BlueLA program in Los Angeles, which is beginning a second phase to grow the service to 300 vehicles and 500 EV charge points serving marginalized communities in South, Central, and East Los Angeles.
Mike Pletsch – Chief Development Officer
Mike guides Mobility Development’s expansion into new and existing markets. He also develops internal project management structures for the launch and ongoing operation of programs.
His shared mobility background includes a variety of management and consulting. As general manager, Mike launched and oversaw operation of Car2Go in Denver, a 450-vehicle carshare program. Later he became executive director of the nonprofit Denver Bike Sharing. Mike is also board chairman for the Denver Regional Mobility & Access Council, and has served on numerous other transit- oriented boards.
Charina Lovings – Director of Member Services
Charina Long-Lovings runs the EVGood2Go car share program. Bringing a diverse background of work experience, she has come to find a balance between operations and supporting the consumer experience around electric vehicle use.
Her work ranges from graphic design to customer service, inventory management and so much more that helps contribute to the ongoing achievements of Mobility Development in continuing to break down barriers for clean transportation.
Richard Kosmacher – Senior Program Director, East Region
Richard has almost 20 years of experience working in the carshare space. Since joining Mobility Development in 2018, he has played a key role in the launch of new EV carshare programs in California’s San Joaquin Valley, Rochester and Albany, NY and in the Pacific Northwest. In his new role as Senior Program Director-Midwest, Richard will be focused on expanding Mobility Development’s reach from St. Louis to Michigan. He began his carshare career at IGO, a Chicago-based non-profit. Over a 10-year period, he helped IGO grow to serve thousands of members with low-emission cars in dozens of Chicago neighborhoods.
Richard graduated from the University of Wisconsin-Madison with a BA in Political Science. He and his wife raised their two sons in the City of Chicago and they all use public transportation on a regular basis. He believes deeply in the importance of expanding shared mobility options to the residents of historically disinvested communities in cities and rural areas throughout the United States.
Liliana Morales – Program Manager, Los Angeles Region
Liliana helps the BlueLA carsharing program collaborate with community-based organizations to expand equitable use of the service. Her professional experience includes work in the public sector, transportation, and planning, and she incorporates participatory and social justice practices to help create more equitable communities.
Liliana holds a Master’s in Urban and Regional Planning from UCLA, and a Bachelor of Arts in Sociology and Latin American Studies from the University of California, Santa Cruz.
James Delgado – Senior Program Director, West Region
James has 20 years of experience in mobility, including most recently operating car rental and carsharing operations. James led the launch of EV carsharing businesses as the General Manager of BlueIndy and BlueLA (North America’s first 100% EV carsharing programs). James has experience leading multinational organizations in key areas including business development, expansion, operations, partnerships, revenue and diversity.
Daniel Perez – Program Manager, Upstate New York
Daniel (Dan’s) journey with MD started with supporting maintenance and fleet cleanings of the Drive CDTA carsharing program and moved towards managing this program. He has come to find a balance between operations and supporting the consumer experience around electric vehicle use.
Prior to Mobility Development, Daniel worked for years in education based and social service organizations, and he has worked for several non-profit organizations throughout the Capital District. A native of Philadelphia, PA Daniel holds an associates degree in Computer Applied Science and brings his tech-savvy background to the Capital District’s first 100% electric vehicle car sharing service.
Jesse Winters – Operations Manager, All Markets
Jesse (Jess) supports Mobility Development’s expansion into new and existing markets. He leads project standardization efforts for the launch and ongoing operation of programs, including support for recruiting and scaling the MD’s internal workforce development pipeline.
His transportation background includes a myriad of operations and logistical work at different levels. As Operations Lead at a major tech company, he launched and oversaw operations of hundreds of assets in the micro-mobility space. Jess also runs his own commercial janitorial company and provides one-on-one mentorship for individuals that may benefit.
Vanessa Donadio – Program Manager, Upstate New York
Vanessa is the Program Manager for Rochester, New York’s carshare program, Floshare. Her duties entail overseeing and supporting day-to-day carsharing operations and member services. She began her journey at Mobility Operations in March, 2022 as the Social Media and Marketing Intern and was offered a full-time position at the end of the year. She possesses a passion for helping others and hopes to bring about positive change in the community. Prior to joining the team, she spent years working in various customer service and hospitality positions and assisted individuals with physical and intellectual disabilities in a residential home. Vanessa graduated in the year 2020 and holds a Bachelor’s degree in Strategic Communications and Digital Media from St. Bonaventure University. Her free time is likely to be spent writing, listening to music, powerlifting, or playing with her cat.
Jacoby Ellis-Cherry – Service & Operations Associate
Jacoby currently holds the position of Service and Operations Associate, where he plays a pivotal role in the management and development of existing and upcoming community-based EV car-sharing programs. Jacoby seamlessly blends the intricacies of operations and member services, demonstrating his proficiency in maintaining and overseeing the backend services and other proprietary systems vital to the success of these innovative programs. With a strong background in system and process development from his years in the private and non-profit sectors, he plans to make a significant impact on building communities and fostering growth.
Before venturing into the realm of community-based EV car-sharing, Jacoby dedicated his time and expertise to the field of education, focusing on behavior management and its role in shaping future generations. This experience honed his leadership skills and ability to navigate complex situations with poise and precision. His commitment to education led him to serve as a Program Manager, where he successfully led teams and operations in both public and private charter schools, ensuring that students received a well-rounded and enriching educational experience.
